The Qinghai Provincial Fire and Rescue Corps, in collaboration with the Provincial Department of Housing and Urban-Rural Development, convened a briefing meeting on the "Qinghai Province Fire Safety Management Measures for Electrochemical Energy Storage Power Stations."

This comprehensive briefing integrated on-site visits, policy interpretation, technical exchanges, and industry discussions. It effectively strengthened collaboration among regulatory bodies, research institutions, and operating enterprises, unified provincial fire safety standards for energy storage systems, and solidified the foundation for fire risk prevention and control in the sector.

To standardize fire safety management for electrochemical energy storage power stations across the province, mitigate fire risks in the energy storage sector, and implement the directives from provincial party and government leaders to support the construction of a national clean energy industrial hub, the Qinghai Provincial Fire and Rescue Headquarters, in collaboration with the Provincial Department of Housing and Urban-Rural Development, held an orientation meeting on the "Qinghai Province Electrochemical Energy Storage Power Station Fire Safety Management Measures" on 8 month 4. Representatives from relevant provincial departments including the Emergency Management Department, the Energy Bureau, and State Grid Qinghai Electric Power, research institutions, new energy enterprises, equipment manufacturers, city and prefecture fire rescue brigades, housing authorities, and the Qinghai Green Source Energy Storage Fire Safety Center—totaling over 90 attendees—participated in the meeting.

The session was held in two phases. In the morning, all participants visited the Yunjiakou Base of Qinghai Power Grid to observe a field demonstration of high-altitude energy storage fire suppression systems, with a focus on hands-on training for liquid nitrogen fire suppression of lithium-ion battery energy storage. Technical experts explained the evolution and development patterns of thermal runaway in energy storage batteries under the special climatic conditions of low pressure and low temperature at high altitudes. They detailed the core working principles, fire suppression advantages, and safety performance of the liquid nitrogen fire suppression system. Drawing on the actual construction and operations of energy storage power stations in Qinghai, they presented real-world application scenarios, high-altitude adaptability, and the value of promoting this technology. This provided attendees with a clear understanding of cutting-edge fire prevention and control technologies for high-altitude energy storage, laying a crucial practical foundation for future standard development and fire safety management.

A centralized briefing session was held this afternoon. Deputy Director Xu Peng of the Provincial Fire and Rescue Detachment and Vice Director Liu Hengjian of the Provincial Department of Housing and Urban-Rural Development emphasized the core requirements for building Qinghai into a national hub for clean energy, grounded in the province's "Three Greatest" positioning. Focusing on coordinated green power development, they conducted an in-depth analysis of the new trends, risks, and challenges facing energy storage fire safety amid the rapid growth of the province's new energy sector. They comprehensively reviewed achievements in regulations, technological breakthroughs, hazard remediation, and collaborative oversight. The meeting also outlined key requirements for implementing the "Measures," standardizing industry practices, strengthening inter-departmental collaboration, and enhancing industrial safety controls. Officials stressed the need to ensure effective dissemination and execution of the "Measures," address gaps in energy storage fire safety management by aligning with regulatory standards, and solidify enterprises' primary responsibility for fire safety. A closed-loop control system covering all operational stages must be established. Inter-departmental supervision should balance strict enforcement with targeted support, fostering a multi-stakeholder governance model for energy storage fire safety and reinforcing the province's overall security barrier for its new energy industry.

Following the session, the General Detachment provided an in-depth interpretation of key provisions in the "Qinghai Province Electrochemical Energy Storage Station Fire Safety Management Measures." Experts from Qinghai Luyuan Energy Energy Storage Fire Safety Center, Sichuan Fire Research Institute under the Ministry of Emergency Management, State Nuclear Power Planning and Design Research Institute, and State Grid Qinghai Electric Power Electric Power Research Institute delivered specialized presentations on core topics including high-altitude energy storage fire suppression empirical research, fire safety assessment for new energy stations, fire protection design concepts for energy storage facilities, and cutting-edge advancements in energy storage fire technology. These sessions addressed critical challenges and bottlenecks in high-altitude energy storage fire control. Participants engaged in discussions based on industry development trends, job responsibilities, and actual project conditions to exchange ideas and build consensus.

This comprehensive briefing integrated on-site inspections, policy interpretation, technical exchanges, and industry discussions. It effectively bridged communication and collaboration among regulatory bodies, research institutions, and operating enterprises, further unified provincial energy storage fire safety management standards, and strengthened the foundation for fire risk prevention in the energy storage sector. Moving forward, the General Corps will collaborate with relevant departments to advance the implementation of the "Measures," deepen full-chain and routine safety supervision of electrochemical energy storage stations, enhance technological innovation and application in plateau energy storage fire protection, and establish a robust long-term collaborative regulatory mechanism. This approach will ensure high-level fire safety support for the secure and high-quality development of the province's new energy industry.
