Qinghai Province Management Measures for Fire Safety of Electrochemical Energy Storage Power Stations

On 2025, 12, 12, the national government's first regulation on fire safety for electrochemical energy storage power stations, titled "Qinghai Province Electrochemical Energy Storage Power Station Fire Safety Management Measures," was released. It will take effect on 2026, 2, 1, filling a regulatory gap in this field nationwide. Addressing the high fire risks associated with energy storage stations and the general nature of existing regulations, these measures establish a full-chain prevention and control system centered on personnel, management, and emergency response. They clarify regulatory and enterprise responsibilities, standardize firefighting facility configurations, and advance emergency response readiness. The regulations apply to both independent energy storage projects and wind/solar-integrated storage facilities. This initiative safeguards Qinghai's clean energy industry and provides a "Qinghai model" for national energy storage safety management. Local authorities will follow up with training programs to ensure effective implementation.

Technical Specifications for Distributed Electrochemical Energy Storage

China has initially established an electrochemical energy storage standard system covering general technical requirements, grid connection testing, and safety regulations. However, existing standards primarily target centralized energy storage power plants with capacities above 100 MW, lacking specific technical specifications for distributed architecture systems (i.e., cluster-level control) operating at voltage levels of 6 kV to 35 kV. Notably, current standards have gaps or insufficient specificity in areas such as fine-grained cluster management, mixing new and old batteries, parallel operation of multiple units, and coordination with distribution network protection. This absence of unified guidelines hinders project design, equipment selection, and commissioning, thereby constraining high-quality industry development. Establishing this standard is therefore critically important for refining the new energy storage standard framework, guiding upgrades in distributed storage technologies, and ensuring safe grid operations.
